SP2 skips install

My son is away at college and before he left, to comply with the college's
internet policies we bought XP Pro and upgraded him from Win98SE. (They
wanted to be able to push virus scan updates and patches down to the PCs of
those lazy people who never keep things up to date.) Well, they have NOVEL
as part of their LAN login system and ever since we installed that and the
Sophos virus scan things have been screwy. It took them weeks just to get
his system to talk with their LAN, when we had it working fine with our home
LAN before that.

Anyway, at home he was able to download the available security (patch)
updates, but now, at school, he has not been able to get SP2 to download.
The campus IT folks are encouraging the students to install SP2 (they are
not using a remote thing to push it down... go figure). Well, whether he
uses "automatic updates" or goes to "Windows Updates" he has been getting
the following errors:

Initially (but not anymore): It kept on saying that he didn't sign the EULA,
thus "The following updates failed to install: XP service pack 2." He
tried it over half a dozen times. He said that there was no "I agree" or "I
disagree" EULA screen that came up.

A campus IT consultant said he could go to Windows Download and download the
Windows XP SP2 for IT Professionals (273 MB) instead of the 75 MB consumer
edition. Don't know if he tried that, but now he gets a different error.

Now, it no longer mentions EULA, it says that UPDATES WERE NOT ABLE TO BE
SUCCESSFULLY INSTALLED. You chose to skip all available updates, so the
following updates were not added to your computer: Windows XP Service Pack
2.

Any idea what he should do to fix this? We have a legitemate version of XP
Pro... disk, key, and all. I suggested he put the CD in and try to install
another feature and maybe it would prompt him to either "call home (MS)" or
ask for the license key again... something to kick start it back into a mode
to accept updates... Anyway... any suggestions?

If the college really wants everyone to install SP2, they should give it to
the students on a CD. Microsoft gives it away for free, to anyone who asks.
The college can NOT have a reasonable explanation for NOT doing this.
