sp2 popup blocker

I installed the new XP Sp2 version and want to allow some
popups to appear. However, my "Tool" menu does NOT feature
the described "Popup Blocker" item...Any advice what to do?

IN Internet Explorer on the TOOLS button, click it, menu drop down will show
entry for pop up blocker.
On that there is a choice of what to do with it.
Turn of pop-up blocker
Pop-up blocker settings
