SP2 broke IE unless you have admin rights

not all but some sites on our intranet (and same thing on the internet)
cause IE to hang, Task mgr says Program not responding and you have to do an
end task to regain control. It started when I upgraded to XP SP2. Make the
user an admin and everything works correctly, OR remove SP2 and everything
works correctly. The fact that either of these "fixes" make it work rules
out (in my mind) things like DNS or proxy settings. any help would be
appreciated.
