Source SAM error in System Event ID : 16650

We accidentally delete the %systemroot%\ntfrs\jet\log folder, resulted
missing sysvol and nelogon on both Domain Controller DC1 (W2K SP4) and DC2
(W2K3 SP1)
We did a System State (Primary) restore on DC2 and (non-authoritative)
restore on on DC1
After the restore, DC2 behaves normal except this SAM error 16650 appears in
DC1.
We have tried the procedures below, but the problem persists,

next step
Using ADSIEdit.msc , we found that the
rIDNextRID and rIDPreviousAllocationPool in DC1 are 0
and result of dcdiag /v /test:irdmanager on DC1 shows
Starting test: RidManager
* Available RID Pool for the Domain is 114708 to 1073741823
* DC2 is the RID Master
* DsBind with RID Master was successful
* rIDAllocationPool is 114208 to 114707
* rIDNextRID: 0
The DS has corrupt data: rIDPreviousAllocationPool value is not valid
DCdiag /v /test:irdmanage on DC2 shows OK
* Available RID Pool for the Domain is 114708 to 1073741823
* DC2.my is the RID Master
* DsBind with RID Master was successful
* rIDAllocationPool is 12208 to 12707
* rIDPreviousAllocationPool is 12208 to 12707
* rIDNextRID: 12211

What should I do next?

For your reference
The problem resolved after
I had setup a new Windows 2003 Server and joined the Domain as Domain
Controller DC3.
The SAM error resolved immediately the DC3 joined in.
