Record a .wav file and send it as an attachent. There are many free and for
sale programs which will record sound from a variety of inputs. Silent Bob is
one. You can Google for it's URL and others.

There are a number of different ways in which you can spice up your e-mails
in Outlook Express. You can add some stationary, add your signature, or
insert a picture. You may not know this, but you can also insert sound into
your messages. Granted, of course, you probably don't want to be doing this
with your boss, clients, or co-workers, but for family and friends, it can
be kind of fun. When the recipient of your message opens the e-mail, the
sound will be playing in the background.

You can use the steps listed below to add sound to an e-mail in Outlook
Express:



1.. Open Outlook Express.
2.. Open a new e-mail message.
3.. Click the Format menu and click Rich Text (HTML).
4.. Click the Format menu, point to Background, and click Sound.
5.. Browse to the location of the file you want played.
6.. Click OK.

This is all very interesting, but did you actually read the OP? What does
adding sound effects to an email have to do with sending a "voice message via
email"?

This method allows the file to be played when the email is opened. The prior
post requires the attachment to be opened to play.
