I have reinstalled XP and installed all of the updates but
I have no sound and no volume controls that are active.

Microsoft Knowledge Base article 319095 may help.
It says copy sndvol32.exe from your install CD.

I have tried all these option including CMD cdi386 expand
etc reinstall the windows with all the update nothing

Only the simplest suggestion of all, which you didn't indicate you
tried: go to the website of the card manufacturer and download the
latest drivers. Install them.
