sound wont play (like minimize)

I have a sound assigned to almost every action that it
gives you under control panel>sound & audio
devices>sounds.
the only thing i can hear however is the sound when i
open the start menu, and when I click something in it.
That's it. those two sounds. nothing else.
It works on the other user names though, and so I thought
it may be a program that i have open on this user, so i
closed everything and compaired procecces in program
manager with both names but still I can't find the
problem.
is there a way I cant fix this?
