Sound setting multi-user

I have my win2k home box set up for multi user sign in. When one user
adjusts the sound it affects the settings for all (regardless of the users
permissions). Is there a way to set it
up so that each user can have their own setting?

No, because each user is actually using the same program / driver
combination to adjust the sound. You could try slapping the user's hand,
though.
