If it's not working, it's not because the driver isn't digitally signed,
it's because the hardware isn't installed or configured properly, or doesn't
work. Many, many drivers that work very well are not digitally signed.
On XP, drivers are not required to be digitally signed. Signing basically
means that the vendor submitted the drivers to MS and that it passed a
number of specific tests and criteria, not all of which are necessarily
functional (i.e, may include visual elements), and that the driver has not
changed since testing. Every update or bug-fix has to be re-submitted for
testing and re-signing. This process can be lengthy and expensive, and not
all vendors want to or can afford the time or expense to do this.
Requiring signing would mean that if a user finds a problem, it can be
fixed, but they can't get the fix till MS finishes re-testing.
So to your specific problem, it would be helpful to know something about the
hardware that the driver is referring to, and how it was installed. In
the meantime, consider removing it, charging everything that needs charging,
and carefully following the installation instructions. On a laptop, be
sure that the components are actually enabled and aren't shut off to save
power, and that devices are properly paired.
