Sorting contacts in Windows Mail according to LAST name

Apparently Windows Mail permits changing the sort type only while
composing an email. Click on 'To:', then click on the Name column header.
It cycles through four different sorts, and should remember the last sort
you pick.

Then the information in your Contacts may need editing.
Make sure each contact has a "Last" name shown as well as a "Full name".
 
I finally got them sorted by last name, but still can't get them to do a
second sort by first name, which I need in order to tell multiple last names
apart easily. How can I accomplish this?
 
You can only sort on one column at a time.
Try sorting the First Name, then the Last Name

You can also sort on the Full Name field, if you have each contact set to
display
Last, First
