something is firewalling my box

I have windows xp on machine #1 on my home network (2 computers).

I have been able to use remote desktop sucesfully for the last three
years. Suddenly yestarday it stopped working.

When I am on machine #1 I do command "telnet 127.0.0.1 3389" and it
makes sucessful connection. I then do command "telnet 192.168.8.4 3389"
and it makes sucessful connection. So I know for sure it is listening
on the port!

I then get on machine #2 and do "telnet 192.168.8.4 3389" and it CANNOT
connect. I cannot even ping 192.168.8.4.

I have the Windows Firewall turned OFF.

How can I find out what process/program is firewalling my 192.168.8.4
box? What is the next step to troubleshoot this problem?

I would try having machine 2 ping itself, and if that works, do a
traceroute to get an idea where your packets are getting lost.
