Some windows have no view tab

When one first opens a window, list is the default. However some windows do
not have a view tab so that one could change the view, so how does one change
the default from list to details?

Do you mean the View button on the Toolbar? If yes:
Right click on an empty area of the Toolbar.
Click "Customize" in the popup menu.
Scroll in the Left pane to the View button.
Either drag/drop it in the Right pane or click once on it to highlight it and click
the "Add" button to add it into the left pane.
Use the "Move" buttons to place it where you would like to see it on the Toolbar.
Click "Close.

pop-up" comes from what program, and provides what service or feature?
Was it intended to have the "view" changed? If not, you'll have the
devils own time trying.
