Some USB-connected devices don't show up as drives

I have Vista Home Premium SP1

When I connect some devices like an iPhone or a Digital Camera, it doesn't show up as a drive in Explorer

When I open Device Management, the errant device appears under "Portable Devices", with an error icon, and shows the following message in its properties

"Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

Other devices like an external hard disk don't show any errors and also show up as drive letters

Can anyone help

I have the same type of problem. The USB connected device is a webcam.
It is shown in Device Manager under Other Devices as Unknown Device.
When right-clicked and uninstalled, both: Other Devices and Unknown
Device disappear. I didn't find how to refresh, but there is a button:
"Scan for hardware changes". When it is clicked, Other Devices and
Unknown Device appear again. Also, Found New Hardware form pops up.
Any help will be appreciated.
