Some recipients can't see voting buttons

Do email recipients need to be using Outlook as their mail server in order to
see voting buttons? I sent a test message to my Board members to test the
feature, but not all of them could see the buttons. I am not sure what email
platform they are each using.

Yes that's right. The voting buttons appear for Outlook users, not Lotus
Notes, GroupWise or whatever else they may have.

It's not an issue of mail server - just which email application they have.
You can send votes to home computers as long as they have Outlook.
