Some items cannot be shown

Started getting this whenever I select the "start" button.
http://img33.imageshack.us/i/errorzwu.jpg/ As you can see there appears
to be plenty of room. WinXpMCSP3. I have seen this msg when in SAFE mode
when the monitor resolution does not permit showing all the icons etc. but
the current resolution is set to 1280x1024.
