some email messages stay in outbox and the icon changes to draft

In outlook 2003 some of the emails that I try to send stay in the outbox and
the icon changes to what appears to be that of a draft message.
If I open the email and try to send it again it does not go anywhere

Thanks very much for your prompt reply.

I think that the info provided will not solve the problem but I will try it.

I believe that I tried this solution before but I am not sure as I tried so
many things.

What I believe is significant is that the icon that you normally get in the
outbox changes to the draft icon and thre is nothing that you can do except
just delete the message and strat all over.
