Outlook 2003, Send problem

In Outlook 2003 messages stay in the outbox after I click [Send and Receive]

Let me explain, VERY OFTEN AFTER I send a message it stays in the out box. I
can not release it unless I move it to the draft folder > click send then
click send and receive again.

How can I fix this

For which type of mail account?
Verified that you haven't set Outlook in Offline Mode? Uncheck: File-> Work
