Some corrupt system files

I am not able to open most of my .msc files, such as services.msc or
compmgmt.msc, but I am able to open the MMC app itself. How can i fully
restore all default Windows system files? I have not created a ASR floppy.
Could I run the recovery console to replace system files without destroying
all my settings?

The System File Checker (sfc) scans and verifies the versions of all
protected system files.

Start > Run > type: sfc /scannow > OK.

ok, have run it twice. It did not fix my installation. A lot of the system
tools are unavailable, and I hoped I would be able to fix my XP without
reinstalling.
I can start the snap-ins manually from MMC, but my system is still messed
up.
any other ideas?
