Software to prevent applications from starting each other

There is a great feature in kerio personal firewall 4.x that alerts the
user when an application tries to launch another application and asks
for permission. I had to uninstall kpf 4.x as it isn't working well on
my machine (freezes) and i'm trying sygate for the time being.

Does anyone know if there's a third-party utility that'll do just that;
alerts and asks for permission if an application tries to launch other
applications?

I don't care much if it's freeware or shareware, though freeware will
be preferrred.

If I understand you correctly, Sygate does this (but only for web based
apps). If I click on a link embedded into a program and it tries to
access the web, Sygate warns me.
