Software application not working, but Domain policy works

Where can I go to resolve this? I have already deleted
and recreated GPOs one by one in an attempt to track this
down, but to no avail. The Default Domain policy (there
are no Software policies in it) is applied, with all the
right restrictions.

More details: what application(s) are you trying to
install? "Native" .msi file or "home brew"?

Have you taken a look at the MS KB using the Description
as the search parameter?

Both native from Office and SP4 and home made. They are
in separate OUs and used to work with no hassle.
