SNMP Service won't start

I have a newly rebuilt HP ML350 G4, Windows 2000, SP4 server with nothing
but Arcserve (for backup), Microsoft SQL, and Symantec Anti-Virus. No other
user data or applications live on this box. Since it's an HP server (and
all my servers are HP servers), I monitor them via Insight Manager. The
SNMP service is required to monitor the server. However, the SNMP service
won't start. Here is what I have done thus far:

1. Re-applied SP4 numerous times.
2. Uninstalled all HP management agents with HP rep (I have yet to
re-install them)
3. Uninstalled SNMP, reapplied SP4, rebooted, reinstalled SNMP, reapplied
SP4, and rebooted numerous times.
4. Disabled Arcserve, MSSQL, and Symantec AV to see if there were any
conficts

Nothing has worked. I have stripped down the server so it's just a base
Windows install. The HP tech suggests this is a Windows problem of some
sort and has given up. Beyond re-installing (which is not an option at this
point), what else can I do to fix this or troubleshoot this further?
