Well, today I tried to use the snipping tool and it won't work. Here
is the path for the shortcut if it helps any

C:\Windows\winsxs\amd64_microsoft-windows-tabletpc-snippingtool_31bf3856ad364e35_6.0.6000.16386_none_299ad161c832e39a\SnippingTool.exe

Any ideas?

if you do a search for SnippingTool.exe
do you find anything???

All it finds is the shortcut, and the icon has changed to the default
icon for exe files, no longer the little scissors icon

Try
Control Panel
Programs
Programs and features
Turn windows features on or off (left pane)
check that Tablet PC optional components is still set

I know that, at least in XP, if you use the option in Disk Cleanup to remove
useless programs, it will sometimes delete things without doing a great job
of giving you the list; I lost Messenger that way and had to go download it
again. So if you did something like that, you may be able to recover it
using the Vista CD. I'm not sure if it's the same in Vista (like I said, I
had this happen in XP), but I hope this helps.

Reinstall Vista over the existing installation or trying doing a System
Restore before you started seeing this problem.
