Snap-in failed to initialize

fI get this error when I try to start Computer Management from Administrative
Tools.

For this image, I need to delay fbreseal so, in the system cloning tool
component, I set the reseal phase to 0. Just before I am ready to create my
final image, I run fbreseal -keepall. I then create a Ghost image before the
computer reboots. On my test PC, I load the Ghost image and allow it to
reboot. After it comes back up, I get the error.

I get a similar error when I try to run Event Viewer, Local Security Policy,
Component Services, and Services from Control Panel --> Administrative tools.
The full error for Computer Management is:

Snap-in failed to initialize.
Name: Computer Management
CLSID:{58221C67-EA27-11CF-ADCF-00AA00A80033}

If I do not set the reseal phase to 0 and allow reseal to run after FBA,
these applications all work perfectly. Am I missing something if I run the
reseal manually?
