SMTP issue

Problem: Can receive mail, cannot send mail.
1) The SMTP settings for my accounts are CORRECT, don't ask me to verify
them
2) Some accounts have been deleted and rebuilt. No change.
3) ISP has NOT blocked port 25

I have several e-mail accounts with both my ISP and my domain. All receive
mail, none will send mail. Virus scan came up clean. Spyware/Adware have
been checked and are negative. Being somewhat paranoid, I run virus check
and adware/spyware regularly.

Have installed all Windows XP Professional updates and have upgraded with
SP2. SMTP still does not work.

The same accounts have been set up at work (running XP Pro) and they work
fine, sending and receiving. HOME however is a different issue. Maybe
Microsoft's Support site has the answer, but evidently I don't know how to
phrase it properly because I can't find squat about the issue (other than
suggesting I check the SMTP settings).

I thought I was the only one with this "unique" problem, but I just received
a call from client who is having the very same issue.

Any ideas on what to do? (other than formatting and reinstalling)
