Smiley central Active X controls

There is an issue with downloading Smiles from Smiley central in XP sp2.
After clicking on download, I recieve the following message,

"Don't see a yellow bar?

You are seeing this page because
you did not click "Yes" on the
Security Warning.

(The Security Warning appears
before you download any
software on the Internet.)

TRY AGAIN"

No yellow infomation bar ever appeas. (It will appear on other web pages)
Nor did any Security Warning appear for me to even click "yes."

The Active X control that I need is blocked.

Trouble shooting steps taken:

I changed all the securities settings in Internet Explorer to allow all
active x Control and to allow all downloads. I set them to enable. That
didn't work.
I still recieved the same message. I turned off all firewalls, and even
changed securities settings to low. Much to my annoyence, IE would not
allow me to change the setting to low. I really hate it when programs think
for themselves and don't give users control.

How can I download smiley central smile?? Yes, I'm well aware of adware and
I have read the smiley central privicy statement. If it is an adware, it's
the only one I allow on my computer.

First off are you sure you are looking the right spot for the information bar
click the link below to see a picture of it

If you are for sure not seeing that bar then perhaps you disabled the
information bar to try and make it return

Click Tools - Internet Options
Next click the Security Tab and then chose Internet
Now check to see where it says security level for this zone that it doesn't
say custom level if it click the but that says default level and click ok

If after the above steps you are still unable to get the file you need and
you are absolutely sure you want to install it then simply add the site to
your trusted zone

Click Tools - Internet Options
Next click the Security Tab and then chose trusted sites
Click the button that says Sites...
Then uncheck the box that says require server verification
and in the box that says "add this website to the zone" type
*.smileycentral.com
next click add and then ok

I would suggest that once you download your software though that you remove
this site from the trusted zone as you will be allowing to bypass all your
protections afforded by SP2.

Additionally you may want to check out the following piece of software as an
alternative it only installs a single BHO and it easily removes from the
system after install.

Yes, I am looking at the right spot for the information bar. As I said in my
first post, the Yellow infomation bar will appear on most websites but not on
all. It is not disabled either. I looked. I made sure "default" in the
security setting was selected. During one of my trouble shooting steps, I
have also click on custom level and changed all the securities settings in
Internet Explorer to enble any and all active x Controls, and enabled any
and all downloads. I set everything to enable. That still didn't work.
I have also re-selected default and tried again. It failed. (IE explorer
by the way, won't allow me to change security to from medium to low.) I have
added the site to my trusted zone. It still will not allow me to download
the active X needed to run, "Smiley central." After doing more research
and reading other postings, I learned that I'm not the only one who is have
this problem. Numerous others are also having the same problem. And not just
with smiley central. Appearently XP Service pack II is doing its job too
well. Here is an example of one such person who posted in the discussion
group. He or she runs an on-line business. He or she cannot access their
business website and neither can their customers. They too have followed the
exact step as I have. On a side note, I have learned the Smiley Central does
not have any spyware. It is part of fun web products.
