smeared display windows xp home

a few weeks ago, long after installing sp2 and no other new software, some
problems have shown up.
1) the screen, when i open any windows, appears to cast shadows, or look
smeared. my desktop looks normal until i open something. then, the page
opened looks smeared. that is i can see the page, read the text, but there
are faint stripes across the whole display where the text is. kind of like a
newspaper that has gotten wet and the ink has run sideways.or maybe like when
you see ghosts on your tv(back before cable).
2) some things take longer to open. for instance a folder full of pictures
instead of just loading the thumbnails, shows the flashlight searching for a
long while. this is new.
3) occasionally the computer does not remember the folder settings(display
thumbnails, icons, list settings.)

please help. is this a bad video card? there are no problems with the
display when watching dvds or looking at pictures. only when running games,
the word processor and opening pages in windows(e.g. control panel, help, etc.

Install the manufacture's drivers for the display card. I have seen similay
"ghosting shadows" when nvidia cards were used.
