smart tags

i'm creating a spreadsheet of our company directory and
would like a smart tag on every name. they only appear
on some. all documentations is telling me that smart
tags only appear if a person is recently emailed from
outlook. i've emailed everyone repeatedly and still
can't get smart tags to appear on almost half the
people.
