Smart Card logon to a machine not on a domain

Can you logon to a machine that is not part of a domain using a smart
card that has username/password credentials on it (SSO)? I am able to
do it on one machine but not another. Both machines are XP SP2. I'm
trying to find out what is different on the machine that is not
working. Does Microsoft support this?

You say "both machines are XP SP2" but you left out what versions of XP
both machines are. Pro, Home, MCE?

Then I guess you need to figure out what is different about the two
machines. Since only you can see them, only you can do this.

Nope. The smart card logon is based on PKINIT extensions to Kerberos
which requires a domain environment. If you are logging on to one, my
guess is that you are using cached credentials.
