How do I permanently change the font size for incoming and newly composed
messages in Outlook 2007.

You can't control the font on incoming messaghes that are formatted - that's
up to the sender. You can control the font in the Reading Pane on
Tools>Options>Stationery and Fonts, however, or for Plain Text messages you
receive (since they don't contain formatting information).
