Slugish hard disk performence under XP

I recently started having annoying problems with one of my
partions of my 3 HDs in my computer right now. It's a
pretty new 160gig Seagate hard disk, partioned into 2
80gig partions. The drive was working fine till a while
ago, then I noticed greatly defreaded performance when
copying files to or from the partion. It's just ONE
partion that is giving me the problems, the other partion
is working fine. The transfer to this partion takes AGES
and my computer acts VERY slugishly when copying to this
partion.
I've tried backing up all my files on the partion, and
reformating it in Windows, however, the exact same problem
happens...
I've also tried scaning the disk with Seagate's
diagnostics utils and the utils in Windows, and both have
reported the drive as being 100% operational.

I ran a benchmarking program on both my drives:

The new Seagate drive is as the top, and my original
Maxtor drive is at the bottom. As you can see, performance
is suffering hugely towards the end of the drive.

I even tried putting this thing on my secondary IDE bus,
but the exact same problem happened. I had a problem like
this in April of last year when I just had the Maxtor
drive, when I reformated and reinstalled windows the
problem went away. This leads me to believe it could be a
Windows problem. However, reformating now and reinstalling
windows would require me backing up huge amounts of
data...

My specs are:
Atholn 1.6ghz
512 Megs DDR Ram
Asus A7A266-E (Latest Bios, I upgraded it to try and fix
another problem I was having a while ago)
Maxtor 6 L080J4 (my old 80 gig drive)
ST316002 1A (The new 160 gig Seagate)
(Strangely enough, both drives show as being Scsi in
Device Manager, which they aren't!)

So does anyone have any ideas? Apart from straght up
reformatting both drirves, I've no idea what to do with
this thing.

What jumps out at me in your tests is that your new drive uses over 80% CPU
resources and for the same test your older drive uses only 28%

It always used to be high, but not that high.. maybe 50-
60% :/
