Slowed down system, defrag won't work, need to know how to speed up and clean up

My computer started slowing down to a crawl, said
dangerously low on resources (I checked and have 3.3GB
used and 2.7GB available) and I tried to clean up the
system, I tried to defrag to help the problem, but, defrag
won't get passed 10% complete and keeps looping back to
0%. I trid deleting old files and photos to tried and
speed up and get computer running correctly,didn't really
help. I did scan disk, didn't help, it said no errors.
Also, can you tell me where to find my recycle bin to
empty it? Any guidance would be great appreciated! Thank
you.

Are you using Windows 2000? This is usually a Win9X issue...

As far as the low system resources, I would suspect a virus. Try
http://housecall.trendmicro.com to do an initial cleanup, then update or
install some antivirus software.
