The computer was just repaired (installed new motherboard, processor,
memory) The old motherboard had 10 bulging capacitors and the PS/2 ports no
longer worked. The bulging capacitors also blew a power supply. I did a
repair install of XP (I know that a reformat is a much more successful
idea). After the repair install, the computer always took 30 minutes to
startup and probably five minutes to get into the start menu. I did manage
to backup the files using safe mode as it ran DECENT in safe mode. Anyway,
I did a reformat, but something has gone crazy with the computer. When you
start up the computer when it's been off for a while, it starts and Windows
boots fast. However, when you shut down the computer, it takes 4 minutes to
shut down. Also, if you turn the computer right back on or within a few
minutes or if you restart the computer, it will take a long time to boot.
What would cause this? Is it driver related? I had problems with the USB
drivers and they work, but it shows an '!' in the device manager. I decided
to remove ALL drivers to see if that was causing it to run slow. Perhaps
the wrong drivers, but even after I deleted all the drivers, it still is
running slow when you turn it on if the computer hasn't cooled down or if
you just restarted it and it still takes 4 minutes at least to turn off.
Specs...
Apex case with 300W power supply (swap for Allied power supply blown by old
motherboard)
Biostar M7VIG motherboard (new) Old motherboard was a Biostar, but it had
no model # on it that I could find
AMD Sempron 2800+ 1.99GHz processor (running cool for a Sempron even on a
hot day) (new) Old CPU was an AMD Duron 1GHz
256MB of PC-2700 DDR RAM (new) Old RAM was 444MB of SDRAM. Yes I know,
that's a downgrade, but it was all they could afford. The computer is only
to get by for a year or so.
40GB WD HD 7200RPM IDE (not new)
Creative 8x4x32 CD RW drive
NEC DVD RW drive
Floppy drive
Ati Radeon 9000 AGP video card (instead of the onboard video)
56k Ambient modem

As I said earlier, this computer is just to get by for a year, then it will
be used as a spare and she will be getting a new computer. I am installing
Windows 98 right now for the heck of it to see what happens. If it runs
fine with Windows 98, it is probably a driver issue, but if the symptoms are
the same on this, maybe there is a component problem.

Must be a driver problem because it's running very fast with Windows 98.
