Slow Startup

I have a user whose able to boot up past the bios and the Windows XP screen.
But when she get to a point where they are almost at the log on screen option
the computer is stuck at Applying security Policy. I was wonder why is that
and what could the fix possibly be?

Are any Group Policy settings applied to the system ... and are they on a
server?

Yes it is applied on the System and yes the Group Policies are on the server.

Policy and Server pitfalls and what to do.
