slow slow login, start up

I want to know if its normal for win xp pro to take like 2 to 3 mins to startup after a reboot?? or when you log off it takes forever to login. Switching users is fairly quick. I recently upgraded to xp and im running 700mhz on a vaio laptop. My parents bought an Hp laptop and it logs in fairly quick, but they have home edition and its also quite a bit faster at 1.8ghz. If someone could answer my question I would apreciate it
