slow running computer

confused

My computer is so slow I checked the cpu usage and it is
running at 1oo%. Why is that when I have no applications
running aexcept the operating system? I've even been on
the phone checking my computer against my sisters. Her
computer only runs at 3%. I've tried everying I know but
the problem still exists. Can anyone help?
