slow response on keystroke

why is keystroke slow in responding. no shift action working. this note took
over a minute to type.
 
I suspect you've inadvertently activated some of Windows' Accessibility
Options. In Control Panel | Accessibility Options, clear the three check
boxes on the Keyboard tab ("Use StickyKeys," "Use FilterKeys," and "Use
ToggleKeys").
