slow operating system

Hi. I'm troubleshooting this problem for a family computer which has become
very slow. I've gone through it and deleted a lot of programs which were
running, defrag, antivirus, etc, but I feel perhaps I should reinstall the
operating system. Anyone there that can take a stab at this and point me
right?
