Slow on xp--Fast on 98

I have four hp computers-three running xp and one win98.
Two xp computers have connexant built in modems.
One xp has Lucent built in modem.
The win98 computer has a connexant built in modem.
I can log on to two different dial up ip's, Peoplepc and
SBC.
According to an internet speed test run multiple
times,the computers running xp have a thirty to fifty
percent slower connection than the one running win98.
The win98 computer runs 42 to 47k. The xp computers run
26 to 33k.
I also use the exact same telephone cable to test each
computer. The difference in speed is common to both ip's.
Is there a difference between xp and win98 that could
cause this?
