Does this problem occur when you start Windows in Safe Mode or use the
Selective Startup feature (msconfig.exe) to disable all System Services and
Startup Items (don't disable the processing of SYSTEM.INI and WIN.INI) and
restart Windows?
We believe that there is either a roque TSR or process (as yet,
unidentified) or damaged installation (run Detect and Repair) that is
causing this symptom to manifest for some customers. If you discover which
TSR or process is causing this it would be great if you could share that
information with us.
