Slow network performance on winxp pro after changing servers

I have noticed on several occasions that if I take a
windows XP Pro machine and change the server its
connected to (upgrade the server but keep same domain
name and information ie upgrade from nt 4 to 2000 or from
2000 to server 2003) that the network performance seems
to suffer greatly. Especially when the machine is left on
overnight the network is completely bogged down on that
machine. This does not happen on windows 98 or ME.

I have tried setting the PC Back down to a stand alone
machine and then tried t ore-join the domain without
success. I've looked around on the MS Knowledge base but
have found nothing on this subject... Any ideas?
 
Is the 2000 server also running as a Primary Domain Controller?

yes it is the only and is assigned as primary
