slow network connection

I have a 2003 standard edition domain structure DHCP/DNS/WINS. I established
an additional site and created a domain inside and additional domain
structure. The Domain Controllers replicate through VPN. All the
replication went well.
I am noticing a very slow network access response. While connecting through
network neighborhood, a netowork share, and also while opening through Word
the connection is very slow.
I first suspected DNS, I removed and reconfigured DNS and the problem is
still there. While adding the DNS service I did not add additional settings,
I just let the configuration replicate from the other DC, as the DHCP.
The TCP/IP settings on the new site I have the DNS pointing to the inhouse
DC, all other settings are set to default. On the server I assigned a static
IP address and have DNS pointing to itself.
I am looking for a solution to the slow connectivity, an addition setting? A
missed configuration?????

What's the connection speed/pipe on each end?

But what kind of speeds are you actually getting? What led you to believe
this was a DNS issue in the first place?

ADSL or SDSL? What speed? What upload/download if ADSL?
