Slow internet

What would cause a dial-up internet connection running at 53K to run fine
at first but slowly start to lose speed and eventually come to a crawl..
There are no viruses or spyware on this machine. Plenty of resources.
???
This is an Earthlink ISP so doubt it is a node problem.

When was the last time your emptied your Temporary Internet Files cache?
