I have called the phone company and my internet provider
plus have done everything the trouble shoot has told me
to do. However, I have a computer that is less than a
year old and it only connects at 26.4. Any
suggestions??????

The problem could be with your computer, its modem, the cable between
your modem and the wall, the phone wiring within your house, or the
wiring outside your house.
I suggest these tests to help find where the problem lies:
1. Taking your computer to someone else's house and trying it there.
2. Trying someone else's computer at your house.
3. Using a different cable and/or phone jack in your house.
