slow IE6 & outlook express

Sometimes explorer will freeze for up to 3 mins, i have no
viruses & have just formatted my PC & only installed
minimal software but still the problem persists, i have
also moved home & so am using a different connection,
hardware failure is very unlikely :-( anyone have any
idea's?
 
I HAVE THE SAME ISSUES, MICROSOF IS IN A HUGE ISSUE OVER
THE "VJM" VIRTUAL JAVA MACHINE, I FOUND THAT GETTING SUN
JAVA WWW.SUNJAVA.COM SOLVED THE PROBLEM BUT ONCE IN
AWHILE IT STILL LOCKS UP BUT NOT MUCH.
