slow file copy over network

Copying files with explorer (drag and drop) over 100 Mb
network is VERY slow. Network utilization is about 3% so
it's not a bandwidth issue. Is there any way this can be
sped up or any recommendations to get around this problem.

- How long does it actually take to copy 10 or 100 MBytes?
- What speed are your network adapters set to?
- Did you try different cables? Adapters? Hubs? PCs?
 
Need more detail...
NIC config for speed and duplex? Switches/hubs??
throughput on smaller files say 5 mb??
