Slow execution of a .bat file in W2000

It can take about 20 seconds to execute a one line batch
file containing 'echo 1'. It's not the fastest system in
the world but it isn't that slow generally.
Any Suggestions as to why??

What happens when you execute this same batch file from
a Command Prompt?
