Slow Excel Navigation with Up / Down Arrow and slow scrolling

Hi All,
I have a user, who just upgraded to Excel2003 on Windows XP.

He opens a brand new spreadsheet, has no macros, and no add-ins
selected.

He uses the Up/Down arrow to navigate between the cells. This is very
slow. Sometimes there will be a delay of up to 1 second (he will
actually see the hourglass) when moving between cells. And this on a
blank spreadsheet!!

Does anyone know what could be causing this ?
