Slow computer problem (Windows)

My friend's computer is slow in a certain way. It loads web pages at a
normal speed.

But sometimes when you click on an ordinary thing - like minimizing a
window - it will do absolutely nothing for 5-15 seconds and then will
suddenly minimize it. In other words, it does not GRADUALLY display
images or windows.

There do not appear to be unwanted programs running in the background
(I'm not sure how to be sure of this) - and there are no programs in
the Startup folder.

Why would it be slow in this way?
What could I check for?

Check for the following:
- ctrl+alt+del task manager - identify which processes are running at a max
cpu usage.
- scanned for spywares or viruses in system
- defragged system

Are there any dangers in running defrag?
It's Windows Me if that matters.

By the way, why would defrag affect something like minimizing or
maximizing a window??

In Task Manager, Processes tab - do you mean the CPU column which is a
number -00-99? What would I look for there?

The help file for Task Manager mentioned CPU Time and CPU Usage but
mine only has CPU with the 00-99.

I dont think there are any dangers to defrag in general, if anything it would
be a benefit for your computer's performance. I just want to make sure that
your pc doesnt have fragmented files (temp files etc) of some sort which
contributes to computer's slow performance.
