slow boradband speed

I have a desktop which when I connect it to my broadband runs (speed test
results) very slow (@69KB down & 36 up). When I plug the same connection
into my laptop it runs over 4mb down and 750kb up. The desk top has an intel
pro/100 ve network card and the laptop has the same. Any ideas on what the
problem could be?

Jack,
I tried the optimizing the tcp stack and ran speakeasy - what i see is the
upload speed is 342kbps which seems ok for cable but the download speed is
286kbps which is still real slooow. any other ideas would be appreciated.
