Slow Application Launch

Have a PC that appears to take 30-60 seconds to start an application if I
double click on the data file. This happens with Word Excel and others.
Makes no difference if the file is on the network or on the HD.

Any ideas are appreciated. I already tried disabling all the language
features.

Update: Actually if disconnected from the network the apps launch fine.

This problem can also be caused by ACT!8. The preload setting needs to be
changed from -stayrunning to -preload in:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
